President Joe Biden is releasing 180million barrels of oil from the Strategic Petroleum Reserve


PRESIDENT Joe Biden announced he will be releasing oil from the Strategic Petroleum Reserve for six months.
His decision follows the nationwide increase in gas prices resulting from Russian sanctions amidst their war on Ukraine.


What is the Strategic Petroleum Reserve?

The Strategic Petroleum Reserve is the largest known emergency supply of crude oil in the world.

It is equipped to contain 714million barrels of oil and is held at four sites along the borders of Texas and Louisiana.

An idea for holding emergency supplies of crude oil was first recommended in 1944 by then-Secretary of the Interior, Harold Ickes.

However, the idea wasn't implemented until the 1973 energy crisis which occurred during the Arab-Israeli War.

In retaliation for the US supplying the Israeli military, Arab members of the Organization of Petroleum Exporting Countries (OPEC) imposed an embargo which prompted a rise in the cost of oil and gasoline.

Following the energy crisis, then-President Gerald Ford signed the Energy Policy and Conservation Act in 1975, making it a federal policy to reserve up to 1billion barrels of gas.


When has the Strategic Petroleum Reserve been used?

The reserve has only been used three times prior to President Joe Biden taking office with the first being released in 1991.

Then-President George H. W. Bush issued the release of 33.7million barrels after Operation Desert Storm began to offset any effects it might have on the oil market.

George W. Bush pulled out 30million barrels while he was president in 2005 after Hurricane Katrina destroyed the Gulf Coast and in 2011, the Obama administration released 30million barrels when the war in Libya reduced the country's level of oil production.

Biden tapped into the reserve in November 2021, releasing 50million barrels, and again in March 2022 when members of the International Energy Agency, including the US and 30 other countries, agreed to release 60million barrels, half of which came from the US.

Will releasing the Strategic Petroleum Reserve lower gas prices?

Biden has authorized the release of 1million barrels of oil per day for the next six months to combat rising gas prices across the country.

The decision came on March 31 following the jump in gas prices, reaching an average of $4.23 a gallon compared to $2.87 one year ago.

“The bottom line is if we want lower gas prices we need to have more oil supply right now,” Biden said.

“This is a moment of consequence and peril for the world, and pain at the pump for American families.”

Biden said he is unsure what the price reduction in gas will be, but GasBuddy petroleum analyst Patrick De Haan told USA Today releasing 180million barrels of gas may drive down gas prices by as much as 30 cents.

However, he said more realistically, it will likely hover in the 10 to 20 cent range and he cautioned this will not be the long-term relief at the pump that Americans are hoping for.
